OCI Data Center Strategy is seeking an IC4 Program Manager to lead regional energy policy, regulatory engagement, and intelligence in support of strategic data center objectives. This role combines external relationship leadership, policy and regulatory fluency, and enough energy-domain depth to translate grid developments into business-relevant actions.

The role sits at the intersection of infrastructure growth, energy markets, public policy, and data center strategy. It offers broad ownership for shaping how the team anticipates regulatory change, engages regional stakeholders, and brings external intelligence into decisions about markets, projects, and long-range planning.
Develop and lead a regional energy regulatory and stakeholder-engagement strategy.
Build and maintain relationships with state agencies, grid operators, RTOs/ISOs, trade associations, utilities, and other relevant external stakeholders.
Track rulemakings, working groups, resource-planning activity, and emerging policies affecting large-load integration and data center development.
Translate external developments into concise intelligence on timing, business impact, risks, and strategic options for internal stakeholders.
Coordinate across Data Center Strategy and related internal teams to incorporate proactive energy considerations into regional and market decisions.
Represent the organization in external forums, working groups, conferences, and stakeholder discussions.
Support strategic analysis involving grid operating rules, large-load integration, resource planning, energy economics, and regional policy.
Qualifications
Experience in energy policy, regulatory affairs, public policy, utility/grid matters, energy economics, resource planning, or a closely related field.
Demonstrated experience engaging external stakeholders such as grid operators, RTOs/ISOs, state agencies, utilities, trade associations, or regulatory bodies.
Ability to develop relationships, influence across organizations, and bring external intelligence back to internal decision-makers.
Working knowledge of large electrical loads, grid planning or operating rules, energy markets, or regulatory processes; deep engineering expertise is not required.
Strong written and verbal communication with the ability to synthesize complex proceedings into clear business implications.
Ability to travel periodically for external engagement, conferences, working groups, and internal meetings.
