Federal Program Manager – EHRM Delivery Implementation Lead

About this position:

Oracle Health Government Services is seeking a Federal EHR Modernization Delivery Lead at the Director level to oversee enterprise EHR implementation delivery across large-scale federal healthcare environments. In this role, you will be accountable for the full portfolio of facility, cohort, and wave implementations across health systems, including EHR products and solutions, interfaces, integrations, hardware readiness, and related technical and operational dependencies. You will lead implementation strategy from design and data collection through build, testing and validation, training, activation preparation, and transition readiness. The ideal candidate will have deep experience leading complex healthcare IT modernization programs, strong knowledge of federal delivery expectations, and the ability to coordinate clinical, technical, operational, vendor, and executive stakeholders in a highly regulated environment.

Responsibilities:

  • Lead end-to-end delivery of a portfolio of EHR modernization implementations across facilities, cohorts, waves, and health system environments.

  • Own the integrated implementation strategy, including design, data collection, build, interface and hardware readiness, testing and validation, training, activation preparation, and transition planning.

  • Coordinate delivery of EHR products, solutions, interfaces, integrations, third-party applications, infrastructure dependencies, device and hardware readiness, and operational workflows.

  • Establish implementation roadmaps, wave plans, milestones, dependencies, staffing models, governance routines, and readiness criteria to support predictable delivery.

  • Direct cross-functional teams across clinical operations, implementation, engineering, infrastructure, interfaces, training, data, change management, security, vendors, and client partners.

  • Manage scope, schedule, budget, resource, quality, risk, issue, dependency, and escalation activities across the modernization portfolio.

  • Ensure delivery work aligns with SDLC, systems engineering, PMO, federal contracting, quality management, security, and regulatory expectations.

  • Lead executive governance forums, status reviews, decision discussions, and readiness checkpoints, communicating progress, risks, trade-offs, and recommended actions.

  • Monitor implementation KPIs, activation readiness, adoption indicators, operational stability, and post-implementation outcomes to drive continuous improvement.

  • Partner with leadership to define staffing needs, build delivery capability, coach teams, improve implementation methods, and identify opportunities for business growth and service expansion.

Education, certifications, or experience (preferred/required):

  • Bachelor's degree plus a minimum of 12 years of healthcare IT, EHR implementation, program delivery, federal delivery, or enterprise modernization experience preferred; equivalent relevant experience may be considered.

  • Experience leading multi-site, multi-wave, or portfolio-level EHR implementations across large health systems or federal healthcare environments preferred.

  • Experience overseeing implementation phases such as design, data collection, build, testing and validation, training, activation preparation, go-live readiness, and transition planning preferred.

  • Experience coordinating EHR solutions, interfaces, integrations, infrastructure dependencies, hardware readiness, operational workflows, and vendor deliverables preferred.

  • PMP, PgMP, ITIL, Scrum Master, SAFe, or related project, program, delivery, or service management certification preferred.

  • Previous Federal Contracting experience preferred

  • Required travel up to 80%

  • US Citizenship is required with an ability to obtain and maintain a government security clearance.

US: Hiring Range in USD from: $114,600 to $234,600 per annum. May be eligible for bonus, equity, and compensation deferral.


Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position.
