About this position:
Oracle Health Government Services is seeking a skilled Federal Program Manager specializing in federal task order ownership, contract delivery, scope governance, requirements management, and delivery performance. In this role, you will serve as the accountable owner for task order scope, commitments, requirements, deliverables, funding, schedule, and delivery outcomes across a complex federal healthcare IT environment. The ideal candidate will have a solid understanding of federal contracting rules and regulations, task order management, contractual scope control, requirements traceability, financial governance, deliverable management, risk and issue management, and program management best practices. You will collaborate with cross-functional teams, internal stakeholders, client partners, contracts, finance, procurement, technical delivery teams, and executive leadership to ensure commitments are clearly defined, funded, governed, delivered, and documented.
Responsibilities:
Serve as the accountable owner for federal task order execution, including scope, funding, requirements, deliverables, schedule, commitments, dependencies, and delivery outcomes.
Establish and maintain task order governance to ensure contract requirements, assumptions, acceptance criteria, decision records, and customer commitments are documented, controlled, and traceable.
Manage requirements and scope traceability from contract language and work packages through delivery plans, change requests, deliverables, acceptance activities, and closeout.
Lead deliverable planning and tracking, ensuring quality review, stakeholder alignment, timely submission, customer response management, artifact retention, and compliance with program standards.
Coordinate funding, budget, labor planning, resource planning, revenue forecasts, burn rate tracking, invoice readiness, procurement needs, and financial performance reporting.
Govern change control for new requirements, scope changes, unfunded requests, and customer commitments; assess impacts to cost, schedule, resources, risk, compliance, and contract obligations.
Monitor execution against integrated schedules, milestones, key performance indicators, service commitments, dependencies, and contractual performance expectations.
Own task order risk, issue, action item, decision, and escalation management, ensuring clear owners, mitigation plans, due dates, leadership visibility, and closure discipline.
Align cross-functional teams, matrixed resources, and vendors across technical, clinical, operational, product, security, compliance, finance, contracts, and delivery areas to complete task order commitments.
Support task order lifecycle activities, including kickoff, governance meetings, contract modifications, option period planning, audit readiness, renewals, growth opportunities, and closeout.

Education, certifications, or experience (preferred/required):
Bachelor's degree plus a minimum of 8 years of program management, project management, task order management, federal contract delivery, healthcare IT, or large enterprise technology experience.
PMP, PgMP, FAC-P/PM, DAWIA, ITIL, Scrum Master, SAFe, CFCM, CPCM, or related project, program, service management, or federal contract management certification preferred.
Experience managing federal task orders, statements of work, contract deliverables, requirements, scope, funding, change control, schedule performance, and delivery commitments.
Experience coordinating with contracts, finance, procurement, operations, technical delivery teams, vendors, executives, and client stakeholders in a regulated environment preferred.
Familiarity with systems development life cycle methodologies, business process re-engineering, systems engineering, PMO governance, integrated schedules, requirements tools, and deliverable tracking platforms.
Previous Federal Contracting experience preferred
Required travel up to 25%
US Citizenship is required with an ability to obtain and maintain a government security clearance.
