Public Sector & Strategic Partnerships Head

Profile

We are looking for a seasoned leader with the ability to drive business growth through Public Sector transformation initiatives and strategic partnerships that support the modernization of the Philippine Public Sector. The role will also be responsible for identifying and pursuing multilateral opportunities involving international development institutions and building strategic alliances that strengthen the company's position in the market.

The ideal candidate should have:

• Proven experience leading complex, national-level transformation initiatives within the Public Sector.
• Strong capability to coordinate and lead multidisciplinary teams across strategic consulting, technology consulting, systems development, solution implementation, and delivery.
• Excellent commercial acumen, business development, and negotiation skills in engaging Public Sector clients.
• Strong leadership, initiative, influence, and creativity to develop tailored and compelling business strategies that address client needs.
• Strategic mindset with the ability to align business initiatives with the company's objectives and long-term commitments.
• Exceptional stakeholder management skills with the ability to build relationships and influence key decision-makers across government agencies, the ICT industry, strategic partners, and other relevant stakeholders.
• Strong knowledge of multilateral opportunities involving organizations such as the World Bank, Asian Development Bank (ADB), European Union (EU), and other international development institutions, including an understanding of their engagement models, project pipelines, and procurement processes.
• Highly results-driven with a strong focus on achieving business growth and strategic objectives.

Key Responsibilities

The Public Sector & Strategic Partnerships Head will be responsible for:

• Leading and growing the Public Administration business in the Philippines in close coordination with the Global Public Administration Head at Minsait Headquarters.
• Driving the company's global Public Sector offerings and adapting them to the Philippine market.
• Identifying, developing, and managing business opportunities throughout the entire opportunity lifecycle, from market development and opportunity qualification to proposal, negotiation, and contract award.
• Identifying and pursuingmultilateral opportunities involving organizations such as the World Bank, ADB, EU, and other international development institutions, in partnership with government agencies, consortium partners, and the broader technology ecosystem.
• Developing and strengthening strategic partnerships with government agencies, multilateral organizations, business associations, consortium partners, consulting firms, technology partners, and other key stakeholders to expand the company's Public Sector business.
• Monitoring, managing, and overseeing Public Sector market operations and business performance.
• Collaborating with consulting, delivery, engineering, and technical teams to ensure successful positioning and execution of Public Sector opportunities.
• Building and maintaining strategic relationships with government agencies, public institutions, business associations, industry partners, and other key stakeholders to strengthen the company's market presence.

Hard Skills

• At least 10 years of relevant experience in technology consulting, systems integration, or information technology, with a proven track record of managing business opportunities valued at more than €10 million.
• Bachelor's Degree in Engineering or other technical or scientific disciplines.
• Solid background in technology consulting, large-scale transformation programs, and specialized services within the Public Sector, including:
• Strategic consulting and information systems for national transformation initiatives.
• Delivery and implementation of nationwide programs involving multiple stakeholders.
• Programs leveraging modern technology architectures such as cloud, microservices, containerization, APIs, systems integration, and emerging technologies (e.g., blockchain, automation, AI, and intelligent solutions).
• Strong understanding of multilateral-funded opportunities, including experience identifying, pursuing, supporting, or managing projects involving organizations such as the World Bank, ADB, EU, or other international development institutions, is highly desirable.
• Proven experience in:
• Leading multidisciplinary teams.
• Workforce planning, organizational design, and recruitment strategies for both internal and external resources.
• Building and developing high-performing teams and specialized talent.
• Delivery governance, quality assurance, and risk management.
• Managing strategic partnerships with government agencies, public institutions, business associations, and technology partners.
• Well-established professional network across the Public Sector, industry partners, and clients that can support the continued growth of the Public Administration business.
